Shoop be declared to be deceased, upon the proper publication of the circumstances surrounding the disappearance of John G. Shoop and his probable drowning at Smith Mountain Lake and of the date and time of this hearing, upon ore tenus testimony taken on this date and was argued by counsel. AND IT APPEARING that on August 2, 2013, John G. Shoop, a resident of Chesterfield County, Virginia was sailing alone on Smith Mountain Lake, without a life preserver, that his body disappeared shortly after departing on the sailboat, that his body has never been recovered despite an extensive search, and he is presumed to have drowned, and that this court would have jurisdiction over the probate estate of John G. Among other things, this amendment would provide for additional applications to be exempt from the requirement to submit a NRI: (1) an application for a proposed development site that has existing development such that an NRI is unnecessary; (2) an application to amend conditions of zoning where the environmental engineering director determines that: (i) the amendment does not substantially alter the NRI of the original zoning approval; or (ii) components of the NRI have been substantially addressed through previous approvals.
